States control the polls. They set them up, authorize the locations, and certify the workers and watchers. The Fed has no control over this. I have no doubt DeSantis, Kemp, and McMaster will have polling places set up for people affected by the disaster. I suspect that Youngkin is already working on it. I am not as confident that Cooper or the RAT Governor in TN will be as proactive. Cooper has a problem; Harris needs Asheville to win NC. I am hearing the liberals in Asheville are pissed right now. That is not to say they won't vote for her if they can get to a polling place. NC has Provisional Ballots, so with some assistance from maybe Turning Point or the GOP, people from the rural areas should be able to file provisional ballots.
