SF East Bay here. Anecdotal, but there have been instances of (Central American) street vendors moving into the neighborhood. The most recent one was here early summer but chased away by the local street resurfacing project. Yesterday I heard one going down the street (in the road) pushing his cart, yelling and tinkling his bell, selling frozen items under his big colorful umbrella. Illegal, almost certainly. But no local law enforcement appeared to be stopping him.

The frozen confection push-carts are all over the South Bay. They are on street corners; they are even in front of our high school at lunch time. As are the orange and strawberry sellers in the Walmart parking lot.
