What is not imaginary is:

One observes the 'wiggle room' for a first strike. "As long as nuclear weapons exist, the fundamental role of U.S. nuclear weapons is to deter nuclear attack on the United States, our allies, and partners. The U.S. would only consider the use of nuclear weapons in extreme circumstances to defend the vital interests of the United States or its allies and partners."

Looking for any definition of "vital interests" yields only amorphous statements, as no official government document details "vital interests of the United States or its allies and partners."

Then there's this:
"Biden's policy declares that the 'fundamental role' of the U.S. nuclear arsenal is to deter a nuclear attack, but will still leave open the option that nuclear weapons could be used in 'extreme circumstances to defend the vital interests of the United States or its allies and partners,' officials told ACT. According to a March 25 report by The Wall Street Journal, this might include nuclear use to deter enemy conventional, biological, chemical, and possibly cyberattacks."

MAD as "mutually assured destruction" is the deterrant. When "first stirke" as a "nothing off the table" game is played, then the participants are playing as if they're in a "happily ever after" Hollywood Western and they're the ggod guys, not the dead guys. FR has its share of such sentiments: One read sometime back:
I would rather the world end in nuclear war than yield to Little Pukin.

Let's all step into the room filled with an inch of gasoline with our boxes of matches, and dare each other to go first. After a "first strike" by any side, there is no "do over," as this is not a game.
