Their are plenty of decent black folks in Chicago who live a life terrorized by violent coddled offenders. The black victims of crime rarely receive justice. The crimes go unreported because residents know nothing ever will come of making a police report.

They known that offenders are back on the street prowling the neighborhood before an honest citizen can get home from work.
