Yes, you’re right.

But if you put tear gas liquid into something like petroleum jelly, you can smear it around. People then get affected when they run their eyes or whatever.

You could have the same result with really hot peppers. Say mix in ghost peppers into a liquid (even water) and pour it around.

Just thinking about the time I made fajitas and didn’t wash my hands well enough after cutting peppers.

Got me two hours later.
