I seem to recall that in the late 18th century, towns and states, perhaps, coined or printed limited amounts of their own “money” to be used primarily in those areas? Later the C.S.A. did the same in the early 1860’s.
Is there still a legal option that the village board could use to print or coin more of their own local money to plug that deficit there?
Would that even work? for a while...?

Why isn’t she recalled?...is this a black area?..how is this tolerated?
