Why is it so hard to believe that Haitians or any other foreign people might do this kind of thing.

Some cultures in Asia eat rats, a culture in South America/Central America eats guinea pigs. Yes, some cultures in Asia eat dogs.

It is certainly believable that starvation and/or cultural norms might make a person eat weird things.
