But more importantly, they did know the guy was there, and did have him under observation. The moment they saw a weapon, they shot. It doesn't seem to be that it was illegal for other people to be in the vicinity of the golf course, so they had to look out for suspicious activity, which they did. Successfully.

Today’s news contains an article in which the USSS admits nobody searched the golf course. Admittedly, it’s a large area, but if the USSS can’t handle a challenge then it’s time to hire elsewhere.
And a second article ID’s the Miami SAC, whose jurisdiction included the golf course and Mar-a-Logo, is a longtime vocal anti-Trump operator.
