10,000 is “at least 306”...
100,000 is “at least 306”...

Of just those 306 some voted.

How many above the “at least 306” have been identified? And voted?

306 is a pretty precise number to add the vague “at least” to. Why not just say at least 300? If you know it was 306 then why add the “ at least?”

Hard to trust the media these days.

I'll give them a pass for that!

You encounter statements like, "at least 306, but not more than 10,002," etc. all the time in statistical analysis.

Some physical measurements will have values like "103.36 with an error of plus 14.55 / minus 12.25" all the time!

In the case at hand, it could simply be an artefact of the counting procedure.
