The second half of Romans 1 discussed how the minds of unbelievers are allowed by God to slide into immorality and reprobate minds. a depraved mind, to cite the KJV. The problem is not psychological but rather moral.

You misread the comment. Whatever causes the self-deception (a personal decision or even indoctrination by others), the effect of that deception is, among other things, a physiological change in the brain.
