Since these are not ozone-depleting Chlorofluorocarbons, what is the point? To make consumers buy new hardware?
Maybe the point is that there is no point. Give the government a club, and everyone gets it in the head.

“Since these are not ozone-depleting Chlorofluorocarbons, what is the point? To make consumers buy new hardware?”
The goal is eventual elimination of the “hardware” altogether. Everything they do can be traced to the effort to reduce world population. Ridding the world of air conditioning will go a long way towards killing off the weak who cannot survive without it. All refrigerants will be on the chopping block and without refrigerants the hardware is useless. For the same reason they are going to outlaw woodstoves, fireplaces, and heating oil. Climate always is the excuse but population control is the true end goal.
