That shrapnel not intercepting the missiles then continues on its course, possibly killing civilians on the ground.
Britons had a similar problem with Buzz Bombs during WWII; attempting to shoot them down with anti-aircraft artillery - even if successful - was ultimately more destructive to British life and property.

Some how, most likely traitorous Russians, have programed the massive wall to have holes in it which allow something to hit the oil tanks and ammo dumps, causing massive fires to burn for days. Or possibility saboteurs.
