Putin’s Russia isn’t a real modern country - real governments have among other things a monopoly on the use of force. Putin is dependent on various warlords for his survival, kinda like China was in the 19th century. At some point they rebel.

The real problem is that all the major powers, the US, the Europeans, Russia, China (with the partial exception of Japan), are controlled by incompetent, corrupt, oligarchical dictatorships of differing degrees of brutality.

All of them (including the US) imprison their domestic political opponents although only some (so far) actively kill them.
