I’ve never heard the term “changing the awl for soap”, so I looked it up. According to the Dictionary of Russian Phraseological Units it means “to make a useless short-sighted exchange,” or it could also mean “choosing the worst from the bad” or “making an exchange of unnecessary things for a more suitable one.”
It’s all true. The Eu is a dumpster fire of its own making.
