That's an important distinction, because when they are killed they will be more legally dead, and compliance with International "Law" will get them expedited entrance to Hell.

It is a VERY important legal distinction, it is why Russian propaganda keeps announcing that the foreign volunteers will be treated as mercenaries rather than soldiers.
