If anyone can zero in on that bracelet, he claims he never takes it off..in remembrance of SPC Horton.
That would be the defining factor if him or not.

Selfies reverse the imageBut they don't change the details. The tattoo images do not appear to be the same regarding the shield. The top image has a distinct shield with the rectangular chief below the star. That detail is missing under the star on Kinzinger's arm.
