Eight years of construction?

I struggle to understand, how is this even a business feasibility? Yes, a “Big Dig” can take 15 years and a freeway widening project can take multiple years over multiple miles, but how can a commercial enterprise pay its debt service for 8 frickin’ years; unless the property is owned outright by Marriott, but even then, there have to be massive insurance costs and property taxes, and Marriott is going to just let the thing sit and eat money for 8 years?
