The "Kernal of truth" theory. Which is why Navarro is calling it a trojan horse.
Its also why people have been trying tie it to Trump--it serves as a way to whip up a frenzy on the left in an election year runup, and a way to muddy the waters when Trump tries to implement anti-globalist initiatives (people will shout 'Project 2025', and the globalists will go along with that because it maintains the status quo we all have been suffering under).

Navarro’s free to run to the left or appeal to the left by dissing project 2025 because the right for sure isn’t going to vote for Kamala and her crazy communist comrade. There is no need to win over GOP conservatives when the only real alternative is Kamala Harris. But there is a need to try and win over people to our left.
