I did not know about Jackson's demotion until you brought it up. It's interesting to note a few facts before drawing a conclusion:

1. Jackson retired in 2019 at the rank of Rear Admiral (Lower Half).
2. Jackson was investigated by the Navy in 2021 for misconduct, including:
   • Creating a hostile work environment
   • Excessive drinking on the job
   • Dispensing medication improperly
3. In 2022, Jackson was retroactively demoted to Captain (O-6).

According to an article in NavyTimes:

That administrative action involved Navy Secretary Carlos Del Toro changing Jackson’s “retirement grade determination” and reducing his rank to O-6, a defense official granted anonymity to discuss personnel matters told Navy Times Thursday.

Jackson’s official service record now lists him as a retired captain.

Others with military knowledge will have to weigh in on whether Jackson was given a "retired demotion" that is different from his "active" rank. Is Jackson still entitled to use his "active" rank despite his benefits rank having been demoted three years after he retired?
