If RFK-JR became Director of Central Intelligence, the Company would "put a raincoat" on him. This is a bureaucratic technique where the top political appointee (RFK-JR) receives just enough information to get the CIA's annual appropriation from Congress but is denied all other relevant information. Instead, the agency's people report to the top career appointee.

This is what happened to William Casey and John McCone. Both CIA Directors got the raincoat. Casey reacted by creating his own private CIA in the White House run by Oliver North and Fawn Hall. That led to disaster.
