I think the author is well knowledgeable and tries to present history correctly. But who fully understands the past, or the present?

This is mostly nonsense. The decision to exterminate the Jews was already taken. The Einsatzgruppen had been operating in the Soviet Union for six months. The Wannsee Conference was to make the extermination process more efficient, less messy, and easier to hide the evidence. It was not because no one would take them in.
