Musk would certainly find a way- perhaps a special version of Starship made to pluck satellites out of orbit. He could do it. I spend a lot of time on YouTube watching live feeds of the ongoing construction at Musk’s spaceport; both of the Starships and the spaceport itself. I am impressed by the amount of construction and the speed at which it’s carried out. And to top it all off, everything is so BIG.😮 NASA could learn from Musk and SpaceX.
