Of course. But we do not have the same mind set.

Take what happened during the WuFlu. In the UK people were told not to leave their house except to buy food and other necessities and most did it.

In the US people were told the same. And most told the government to go to a place of great heat. Even the police politely wrote the state to tell them that they had real stuff to worry about so the governors could just take their orders and stuff them where the sun does not shine.

It is why I tell people that to understand an era or a country you need to read their fiction. The history will just tell you what happened. The fiction tells you what they think should have happened.
