Sevastopol has had a Russian naval base since Catherine the Great seized Crimea from the Turks in 1783.

Since Russia was a part of the Soviet Union during that era, the base in Crimea was Soviet, not Russian actually.

The base in Crimea was Soviet, after 1922, AND part of the Russian Empire, before 1917.
