Negritos from the Philippines are pretty black, and have curly hair. I once met a guy I thought was black in Alameda at a late night restaurant, after a night drinking, and remarked with surprise that he spoke Tagalog. I was about to ask him how a black guy learned Tagalog, until I realized he was probably native Filipino.
