You are raising a very good point but it does not mean what you think it means.
What it means is that the “they” who planned the assassination are not the same “they” who were “not ready for this”.
My read is that the plotters (like the JFK plotters) were not high profile public figures you think are “they”.
The real plotters remain out of the limelight running free—so “they” are doing just fine.

That might mean that if the “they” who planned the assassination are not the same “they” who were “not ready for this”, and the latter are in league with the former, the latter have been thrown under the bus by the former…who won’t care. They won’t care but it could eventually lead to some interesting cracks in their infrastructure.
