We did have an incredible opportunity after the first Gulf War to reach out to Russia and offer a version of the Marshall Plan but we balked. Too many old Sovietologists wouldn’t think outside their box and stuck with the cold war mindset.
Then slick willy started spending the “Peace Dividend” by padding the government instead of finishing the job and turning an adversary into an ally.

America and other Western countries sent Russia a lot of aid. This kept them from starving. America granted them Most Favored Nation trading status and made them a member of the G7 to make them feel good.

All this made Russians hate Americans even more. Russians believe that someone does nice things to you only if they are weak and pathetic. They think someone strong punches them in their face and then they respect them.

They believe all that because that’s how they treat each other.

Russia got MFN (most favored nation) status in 1996. China didnt get that till 2001. In addition, and partly as a consequence, Russia got billions annually in private investment, plus technology, to build out its petroleum and other energy infrastructure.

It is this foreign investment that created its petroleum and gas export industries, which made it wealthy. Russia began to be a problem to its near neighbors only after it was swimming in (western created) export wealth.
