If so, how can we explain the person at the upper left of that stand
appearing to also be hit, and falling down from the same round that
seemed to hit the rail and the guy on the upper right?

I’ve seen left/right mirrored video implying that this was the stand on the left,
closer to the shooter. Not so. This clearly seems to me to be the stand farthest
from the shooter. Check the lean of the big US flag supporting crane behind the
stand. If there were two shooters, that guy was in the line of fire from both.
