320. I've copied your text and image here. Ponygirl suggested that maybe a stray bullet struck a hose and caused the water spray. Until that is confirmed, I think this may still be something to keep on the RADAR.

The hydraulic counterbalance (load holding) valve was unscrewed to create a distraction. In my opinion the timing was late because the sniper encountered police on top of the building. This was to be 100% coordinated. I know hydraulics and the safety factors involved- no way a counterbalance valve blows out in a static situation even taking thermal expansion into consideration

The counter balance valve is mandatory by law and screw into the cap (or blind end) of the cylinder to hold the load in the event of a hose rupture. Furthermore the cylinder will typically use cast iron rings to avoid a catastrophic seal failure. 40+ years I’ve been involved in hydraulics.
