The hydraulic counterbalance (load holding) valve was unscrewed to create a distraction. In my opinion the timing was late because the sniper encountered police on top of the building. This was to be 100% coordinated. I know hydraulics and the safety factors involved- no way a counterbalance valve blows out in a static situation even taking thermal expansion into consideration
Leak is opposite the shooter cylinder is steel, bullet is lead.

The counter balance valve is mandatory by law and screw into the cap (or blind end) of the cylinder to hold the load in the event of a hose rupture. Furthermore the cylinder will typically use cast iron rings to avoid a catastrophic seal failure.
