It looks like it's probably a two-step process. The government link below requires a VIN number.

But if one only has the license plate number, you need to be law enforcement (Federal Marshal or?), DMV or insurance agency etc. to look up a license plate number to get the VIN.
There are other websites one can use VIN or tag number to get vehicle history. Am not sure if they would include government vehicles. Since there are public auctions that sell used government vehicles they might.
They are used for people looking for used car history but may give vehicle history, such as purchase/sell history, accidents, crime, et al.
