Was there something unusual going on? Possibly, Im not SS and dont know how everything was supposed to go but the countersnipers acted appropriately.
If countersnipers just started randomly blasting through buildings and hitting invalid targets at these rallies these same people would be going off making up stories about that too.

So, offer up a clue. Could they see over the crest of the roof from their position or not? Easy.
You cannot ever completely prove a theory, but it is easy to disprove a theory.
Disprove the theory that the counter-snipers had the assassin in their sights and for unmentionable reasons, delayed firing on him until after he started. Somebody must have a picture of what the team could see from their position. Bring it out and clear their names. It would be the finest justice. And it would demolish yet another "wild conspiracy theory".
I am good with that.
Otherwise, the assessment of complicity and conspiracy stands.
