Oh, I know what it is supposed to be, but why is President Trump shown at a ground level, then?

He's not at ground level. The camera is tightly zoomed in on him.

You're not looking at the podium sign head-on, you're looking it in an upward perspective. If you were looking at it head-on, you would see more of President Trump's lower torso. From this perspective, you see Trump chest-high.
