My guess is, it won't get built. The KSA should build a series of buildings resembling the Apple hq "doughnut" in Cupertino, greening up the doughnut hole, and have the residential facing inward, various professional offices and other white-kaffiyeh employers in the middle, and shopping and maybe indoor food production facing out.
