The only way a reduced population hurts a country is when they can’t pay for their socialist ponzi scheme. Like the other poster said, it will hurt in the short term and normalize as long as they don’t import trash.
There is more to it than that. Socialist or not, simple decency demands that elders be cared for. How to accomplish that in an age-top-heavy society is VERY difficult. I am aware of no successful example.
