Agreed. She was distraught. Who wouldn’t be? No matter. Her behavior made the firemen’s job more difficult. And that’s why a group of police officers restrained her. No problem there.
What is a problem is that another officer came on the scene, and punched the woman in the face.
Often with an fire the deputies or cops also respond. It does not necessarily mean they were called. I think the main reason being the possibility the fire is part of a crime scene.
