SpaceX does do test firings of a full rocket stack. However, the hold down clamps are sufficient to keep the rocket in place.

Solid rocket motors are tested horizontal. Boosters with liquid fuel and oxydizer need to be vertical to keep the liquid from the tanks flowing properly.
