My take:
Hunter is convicted and has more convictions coming. He is seriously leveraged. When does a ~(^v^)~ sing?
He may have made a deal to influence Joe this way.
Or he may fly true to form and just be trying to influence Joe to save his own skin, by encouraging jILL to keep Joe in so he can be pardoned.
Jill may have promised pre-calcified Joe to help Hunter, no matter what.
