The convention rules are such, that the delegates MUST vote for the one they represent in the first round of voting. He’s got more than half of the delegates (a lot more!) so he will (must be) elected in the first round.
The delegates are free to vote for whomever they desire in the following rounds, if nobody gets over 50% vote.
But there will not be second round!

At this point, only Joe can resign, the convention is otherwise bound to nominate him!
