I know which is hugely “verboten” for a government employee of any stature - SES or otherwise to have personal financial interests in an industry which they can directly affect. It can’t just be neglect by their IG. I guess that’s possible. However, it’s been going on for years. You would think someone would get jealous and blow the whistle if it was simple neglect! It seems to me it must have been “allowed” somehow. I can see the argument to a meathead congresscriter - “We have to allow it so we can get the best people!” to get the exemption. They probably get a little “baksheesh” from the pharmaceutical lobbyists to get the legislation passed.
