I presume this is stuff state-level or congressionally acted laws could achieve anyway?
That is how it is supposed to be done, which is what is at the heart imho of overturning Chevron. Its also tougher, because it forces accountability to the electorate (which is probably why many politicians were just fine with unelected bureacrats making rules with force of law).
