The problem with amphetamines is they hype up everything. If the patient is already confused and disoriented, he may start yelling or talking gibberish. He may accuse Trump of being a lying dog-faced pony soldier or some other idiocy.
I suspect that some of the incidents of Biden yelling or saying crazy things are due to drugs he’s taking that are intended to just make him functional. He appears so far gone that any drug he takes is likely to have unintended consequences.

Any Dementia/Alzheimers medications only work incrementally and I got that from a Neurologist. At this point there is only so much they can do, there are no magic medication to make Joe function.
