If you have ever dealt with PennDOT employees, you would understand they have very serious challenges hiring an adequate number of employees, let alone hiring employees with basic literacy skills. The IT section literally could not fill positions with any skilled employees, so they moved all IT functions to the Department of Administration and then simply filled as many jobs as possible with contract employees. Unfortunately the contract employees are just as bad, and supervisors are not empowered to fire them. Bad news all around.
