The video is correct, it is at 30:15 in the attached youtube video of the whole press conference. Biden is talking to the voice coming through his earpiece. He has botched Mayorkas' name in the past (confused Xavier Beccera with Alexjandro Mayorkas), they might have been coaching him on the name.
