Why do citizens have to fight their own governments for this?

“Power tends to corrupt and absolute power corrupts absolutely. Great men are almost always bad men, even when they exercise influence and not authority; still more when you superadd the tendency of the certainty of corruption by authority.”

Lord Acton.

Trump, like George Washington, is an all too rare exception.

"Why do citizens have to fight their own governments for this?"

Simple analogy:

While the idea behind an HOA may be rooted in the best of intentions, and indeed some may be decent and benign, there are plenty of horror stories of HOAs being run by people who are capricious, vindictive, and have managed to weasel their way into those positions for wielding power over others.

Its human nature.
Plenty of writings by the founding fathers regarding separation of powers, checks and balances, etc., because they knew the tendency of the more rapacious among humanity to gravitate towards power.

I'll posit another theory: what we're seeing is a manifestation of Woodrow Wilson's vision of an administrative State, accountable to no one but itself. At its head is what is nicknamed the 'Deep State'--a conglomeration of certain 'private sector' individuals (Gates, Zuckerberg, Soros), the IC, and polticians who are 'on board' with the program (or so thoroughly compromised they 'do what they're told or else).

I've been thinking of the pearl clutching if Trump were to publically state he is not interested in debating Joe Biden, but rather Biden's puppet masters hiding in the shadows. Framed correctly, it would put those scumbags in a quandary on how to respind, if they did at all.

But back to the subject of fighting government--we have to because of decades of apathy, cowardice, and honestly, a lack of principles.

Because guillotines are outlawed?
