Disband and rename. Rebuild it from the ground up. Their corruption runs to deep.
The new agency must start “ fresh”, and have no ties with the disgraced, old Bureau ( which is worthy of being discarded into the corrupted trash can of History)….but then again, do we even need another .gov agency that will eventually end up spying, entrapping and surveilling US citizens?
