When Ukraine got free of the USSR and created its' own constitution, which emphasized rule of law, it still had in place a dense network of the old Soviet nomenklatura, who vigorously resisted and subverted rule of law. These were the people the Bidens were dealing with.
The war has slowed this corruption down, because the martial law decree has over-ridden the authority of the old Soviet elites in civil government. And Yelensky's government is actually prosecuting corruption when it can spare the time. It won't disappear entirely, (corruption is like herpes) but if the war ever ends it will be down to a dull roar.
