Overlord was the strategic plan; Neptune was the operational plan. Sorta like one was the filing cabinet and the other was a folder in that cabinet.

Overlord planning, for security reasons, intentionally excluded any mention of landing dates, landing locations, or troop units; a plan to manage the planning, not the fighting.
