For the owner to abandon a rabid-seeming dog and then complain is the height of chutzpah.

There is nothing to suggest that the owner abandoned the dog.

The dog got out. It happens. It shouldn't be a death sentence.

If the cop can't tell the difference between a blind dog and a rabid dog, my original assessment stands...he is an idiot and should find another career. Preferably one where he isn't armed...maybe selling ice cream...
