The host didn’t explain it at all, but once it became clear that lead poisoning was why he was there, it was incredibly cruel of him to mock the residents. Comparing his possibly tasting a chip of lead paint in his childhood to people unknowingly ingesting lead-tainted water for years was absolutely disgusting. He even used the word stunt, apparently thinking that he could do no wrong in the eyes of his voter base.
Based on his behavior and low intellect, I'm inclined to believe that.

As a lifelong resident of Illinois we knew exactly what he was and still is when he first burst on the scene in 2004 at the DNC convention. As a state senator he hardly ever showed up to vote and when he did, he just voted ‘present’ so he couldn’t be pinned down to a position. The one exception was BAIPA- the Born Alive Infant Protection Act; saving the lives of babies who survive a botched abortion. He voted against it THREE TIMES. In 2006 he ran for US senator against Jim Ryan, who was beating him. He got the LA Times to unseal his sealed divorce records to show he once tried to have sex with his wife at a club. Ryan dropped out and the republicans had to bring in Herman Cain, who, of course, was crushed. In an interview with Little Georgie Snuffleupagus, he said “in my Muslim faith”. Georgie had to save him: ‘you mean, your Christian face. From a Chicago street corner hustler to well on his way to directing the descent of our country into a third world potentate he’s one of the worst enemies a free people have.
They actually brought in Alan Keyes, if I remember correctly. He didn't do well at all.
